Increasing demand for housing in Europe and North America has coincided with worsening shortages of skilled labor. All3 today emerged from stealth and unveiled its building system, which integrates artificial intelligence and robotics.
The London-based company claimed that its technology will make housing faster to develop, slash building costs, and ultimately make more properties economically viable.
“We’ve been building All3 for two years and are delighted to bring our technology to market finally,” stated Rodion Shishkov, co-founder and CEO of All3. “Delivering sustainable homes that people can afford is one of the greatest unmet needs of our time — and the construction industry has struggled to respond.”

All3 offers vertical integration as value proposition
The construction industry, which is already struggling to meet demand, has lagged behind other industries in adopting new technology, according to All3. The industry spends on average less than 1% of revenues on research and development, compared with 4.5% in the automotive sector.
As a result, builders continue to use outdated processes that rely heavily on manual labor, which is becoming increasingly scarce. Europe alone is short an estimated 4.2 million construction workers, a problem which is forecast to become even more acute as millions of skilled workers retire in the coming years.
“The construction industry is project-based and is not accepting of focused innovation,” Shishkov told The Robot Report. “This industry fears risk and demands integration rather than innovation. That’s why All3 chose to deliver an end-to-end solution, from understanding what needs to be built to the physical structure ready for use, and everything in between.”
All3 asserted that its proprietary technology will change how multifamily homes are designed and built. It offers bespoke designs and manufacturing with minimal human input by streamlining processes, reducing inefficiencies and costs, and significantly boosting productivity.
The company said its approach to construction is suitable for complex, inner-city brownfield sites. All3 added that its goals include accelerating timelines and improving sustainability and affordability.

Automating construction, from design through final build
All3 uses custom AI-powered building design, automated manufacturing, and robotic assembly. It works with structural timber composites as the primary material.
Its vertically integrated processes start with an AI platform that works with an architect to generate custom building designs, tailored to a specific site, function, and local regulations. The AI ensures maximum space utilization for any plot, including brownfield, irregularly shaped, or hard-to-access plots.
“We’ve already seen some single-family houses that can be prefabricated and whose modules can be brought to a site for assembly,” Shishkov said. “The same applies to buildings of any size. Building information models may be fit for greenfield construction, but in our target market of the EU, most of the development is redevelopment in oddly shaped plots or dense areas.”

“We’ve transformed design in to a robot programming problem,” said Shishkov. “By using AI in design generation, it produces plans that are compatible with rule-based robot management systems. It’s possible to make programming of the robots fully automated. In just two years, we’ve brought our technology from inception to the first real-life applications.”
All3 fabricates major components — such as walls, beams, and columns — off-site. The company said its proprietary software and off-the-shelf robot arms can create unique elements for each project at the same cost as standardized mass production.
In addition, All3 is developing a mobile robotic platform to automate multiple on-site tasks using interchangeable tools and reinforcement learning. This eliminates the need for a variety of robots designed for only one task each, said All3.
Developers are the target market
All3 said it is offering real estate developers a system to address the industry’s productivity crisis. The company said it can accelerate time to market by up to 50%, cut costs by up to 30%, and reduce carbon impact by up to 25%.
Instead of selling robots to builders, All3 is taking on all the steps from the architect creating a blueprint to a move-in-ready home, said Shishkov. The company is focusing on serving developers directly.
“In terms of gaining market share, we believe it’s essential not to try to integrate with the existing value chain but to replace it in full,” he asserted. “The developers find the sites and handle permits and financing, while we can do the rest. Our goal is to roboticize and integrate everything, including electrical and plumbing, into our processes.”
With its AI and robotics technology, All3 said it ensures maximum control across the entire construction value chain. It said its technology can cut development cycles from two years to one by streamlining design, automating compliance processes, and accelerating building.
Serial entrepreneurs Shishkov and Slava Bocharov, who have a track record of scaling businesses from the ground up and exiting successfully, founded All3 in 2023. Both founders also started Samokat, which was the largest food-delivery platform in Russia. Within five years, they sold the business for $1.5 billion.
All3 has received $30 million in funding from the founder team to date. The company has about 100 staffers and has already started designing its first build, with construction set to begin in the second half of 2025 in Europe.
“In 18 months, we’re looking at the concrete foundation being the only thing to outsource,” Shishkov predicted. “Everything above ground will be roboticized.”
“We strongly believe that what we’re doing is unique in this industry — delivering end-to-end, deeply customized multistory and multifamily houses,” he concluded.
